All last summer I shot with the 17-85mm as it was the one my work supplied. Then I bought my own 30D and it came with the 28-135mm. Originally, I planned on selling the 28-135mm. However, once it came in the mail I quickly changed my mind. The 28-135mm was worlds ahead of the 17-85mm in shooting quality and "fun" of shooting. The big downside of the 28-135mm is that you miss out on the wide end. In that case, I'd probably pair it with an 18-55mm IS which you can find for less than $150.

The 17-85 mm is a high quality replacement for the entry level 18-55 mm lens on steroids and a good choice. The 28-135 mm is longer, but you will lose the ability to shoot wide angle landscapes.

I would choose the 17-85 mm if I were replacing the 18-55 mm lens
